  一带一路和亚投行带来的机遇和挑战:随着新兴经济国家的崛起,来自新兴经济国家特别是来自中国的国际经济合作和援助已经成为不可忽视的力量。2012年新一届中国政府执政以来,中国提出了一系列国际经济合作和援助设想和规划,如21世纪海上丝绸之路、一带一路、亚洲基础设施投资银行、金砖银行、上海合作组织银行等。其中,亚洲基础设施投资银行得到了包括英国、法国、德国、意大利、俄罗斯、印度以及一系列亚洲发展中国家的大力支持和加盟。尽管中国拥有一定的经济资源和实力,然而中国在国际经济援助与合作领域依然缺乏经验。

  全球社会保障体系:随着全球人口老龄化程度的加深以及宏观经济环境波动的加剧,社会保障体系在各国遇到前所未有的挑战。如何评价和改革现有的社会保障制度,使其更好服务于人口和经济发展的需要,是发达和发展中国家共同面临的问题。来自美国、丹麦、瑞士等国的著名专家学者将从经济学、金融学、社会学、人口学等角度,分别从理论和政策两方面提出各自的观点。相关议题包括:社会保障制度中的博弈问题及微观经济学理论分析,人力资本的跨代传导对社会保障制度的启示,社会保障制度的筹资体系及国别研究,等等。

  全球价值链共赢——地方集群的升级与转型:如何进一步认识全球链和地方系统?如何看待某些集群中企业的倒闭和迁移?我国集群转型和升级的政策经验有哪些?发展中国家集群政策有无经验可吸取?在产业地产过度开发的背景下,那些中小企业自然集聚的区域未能得到集群政策支持的教训有哪些?此外,在互联网产业和新技术条件下集群有哪些新形式和新现象?集群研究的方法有哪些改进和突破?发达国家集群动议或策略的实质是什么?我国如何培育创新性的集群?

  As they rise, emerging economies and China in particular, play an increasingly important role in international development aid. Since President Xi Jinping came into office, the Chinese government has initiated a number of new international aid and economic cooperative projects, such as the 21st Century’s Sea Silk Road, One Belt One Road, the Asian Infrastructure Investment Bank, the New Development Bank of BRICS, and the Shanghai Cooperation Organization Development Bank. The Asian Infrastructure Investment Bank has received a large support from countries including the United Kingdom, France, Germany, Italy, Russia, India and other Asian developing countries.

  Despiteits economic resources and strength, China is relatively new in the field of international development aid and economic cooperation. Recently, some of China’s overseas economic projects have encountered difficulties. Therefore, it is essential that both the Chinese government and Chinese enterprises addressthe following issues if they are to implement the “go global” strategy successfully: (1) diversifying, and avoiding the pitfalls of the international social, economic and political risks inherent to international economic projects; (2) coordinating with other countries and international organizations; (3) adapting to the existing international rules and practices;(4) adjusting to the local social, economic and political customs; (5) training human resources for the “go global” strategy; (6) establishing and funding think-tanks that focus on international aid and economic cooperation.

  The session on social security will examine the global challenges to social security systems that are caused by population aging and an unstable macroeconomic environment. Experts in economics, finance, sociology and demography from China and abroad will explain how a careful evaluation and reform of social security systems can meet those challenges.

  The topics of discussion will include but not be limited to: a micro and macroeconomic analysis of social security, intergenerational human capital transmission and its implication on social security, and the financing andoverall comparison of various countries’ social security systems.
